The 74HC04 is a Hex Inverter (NOT gate) IC, i.e. it has six NOT gates inside it and each gate has one input and one output pin. All six NOT gates are powered with a common rail but can operate independently. The recommended operating voltage for this IC is from 4.75V to 5.25V with a maximum operating voltage of up to 7V. The input pin of the gate is allowed to draw up to 8mA. The rise and fall time for the output signal is 15 each.
